A. The date on which plaques bearing the information ‘Pedestrian and Cycle Zone’ (and then detailing the hours of operation, etc) were first put up on permanent road signs at the ‘closure points’ at the entrances to the following 25 Lambeth School Streets locations:

Please note that I am requesting the dates that the information plaques themselves were first made visible to the public after the road signs that bear them were erected. I am not asking for the dates the ‘blank’ supporting road signs were erected. (I believe these supporting structures were erected at some point over the summer just gone.) Also, please note I am not referring to temporary School Streets signs that have been placed intermittently on pavements before the erection of the permanent signs.
B. For each of the above 25 locations, please could you tell me the first date that a Moving Traffic Contravention 53j – 'Failing to comply with a restriction on vehicles entering a pedestrian zone (camera enforcement)' - was recorded, that resulted in the issuing of a Penalty Charge Notice. Please note, I am not asking for the date that the first such PCN was issued for each School Streets location, I am asking for the date on which the first ‘53j’ contravention was alleged to have occurred.
C. For each of the above 25 locations, please could you tell me if Lambeth Council leafleted residences in and around each School Streets area prior to the erection of the Pedestrian and Cycle Zone signs referred to above in (A), giving forewarning of these new zones and that they would be enforced with ANPR leading to PCNs? If so, please could you tell me where Lambeth Council leafleted in and around each School Street Pedestrian and Cycle Zone (for example, the names of the streets leafleted); the month(s) the leafleting took place; and please could you enclose a copy of each leaflet. If Lambeth Council undertook other means of informing residents of the changes to street access for motorised vehicles, please tell me what it did, when, and provide relevant materials.
