Behaviour and SEMH support

Lambeth has two panels that support schools with children with behaviour challenges. The Primary Inclusion Panel (PIP) and the Secondary Inclusion Panel (SIP).

Schools can refer pupils to these panels by using the gateway form for behaviour and inclusion support. 

This will allow schools to follow the three Tier approach, enabling them to access timely support and resources. The three Tier approach is for children of statutory school age (Reception to Year 11).

Before schools make a referral to either panel, they should ensure that they have used their internal resources and interventions to support the pupil. If the pupil is still struggling after this, they can consider a referral.

Suitable referrals

Suitable referrals will have provided evidence that the:

• pupil's behaviour has been unresponsive to the usual range of interventions to help address their difficulties

• severity, frequency or duration of that behaviour is beyond the normal range that schools can tolerate

• pupil's behaviour significantly interferes with their or other pupil’s education or jeopardises the right of staff and pupils to be safe and work in an orderly environment

• headteacher has decided that the pupil is at risk of permanent exclusion.

Fair Access

For pupils who are covered by the Fair Access Protocol, referrals for Primary aged pupils will be considered via the Primary Inclusion Panel. 

Referrals for Secondary aged pupils will be considered via the Secondary Inclusion Panel.
