Statutory consultations
You can view our proposals and participate in any active statutory consultation for current static (parking related) restrictions included in traffic or parking schemes via our map based Streets online portal.
For any other proposals not included in the online portal this page provides details of proposals that have been advertised and are subject to statutory consultation. You can find all the relevant documents concerning Traffic Management Orders (TMOs), Stopping-Up Orders (made under the Town and Country Planning Act 1990) and notices for the installation and provision of new pedestrian crossings and road humps that are currently out for statutory consultation.
Traffic Management Orders are documents which provide the legal backing for the enforcement of traffic restrictions and parking schemes under the relevant national legislation.

School Streets Scheme Phase 5 – various roads: Experimental road closures and pedestrian and cycle zones (Ref 92)
The Council is closing the roads or parts of roads specified in the press notice to all motor vehicles at certain times of the day by introducing pedestrian and cycle zones, initially as an experiment. The road closures and pedestrian and cycle zones will operate in those roads at the times specified in this notice on Mondays to Fridays inclusive, although it is anticipated that they will only operate during those hours in school term-time. Objections may be made to the road closures and the pedestrian and cycle zones being continued on a permanent basis – see the Press Notice for further details.

MADE Moving Traffic Restrictions Experimental Order
Introduction of bicycle parking hangars in various roads across the borough and removal of existing parking spaces to accommodate those hangars (Ref 55-8)
The council will be introducing bicycle parking hangars at each of the locations specified in the Press notice. 2.7 metres of any existing parking space at these locations will be removed to accommodate new parking places in which the hangars would be situated – see the Press Notice for further details.

The council will be banning motor vehicles from using various roads in the Kennington Oval area as through roads, adjusting parking places and introducing double yellow line waiting restrictions. These measures will all be introduced as an experiment in the first instance. The council is creating school streets schemes for Clapham Manor, Henry Fawcett, Paxton, St. Mark’s, and Wyvil schools by closing part of the streets listed in the title to all motor vehicles except permit holders at certain times of the day by introducing a pedestrian and cycle zone, initially as an experiment. The road closures and pedestrian and cycle zone can operate between the days and times listed in paragraph 2 of the press notice, during those hours in school term-time. High Trees and Upper Tulse Hill: waiting restrictions (double yellow lines)
The council is proposing to introduce “at any time” waiting restrictions (double yellow lines) in the roads specified. It is also proposing to remove an existing sinusoidal road hump in Brockwell Park Gardens and provide new flat-top road humps (known as a “speed table” ” or “entry treatment”) in Brockwell Park Gardens, High Trees and Roycroft Close and also to convert an existing raised zebra pedestrian crossing on Norwood Road to a raised parallel zebra pedestrian and cycle crossing. Consolidation of traffic orders providing moving traffic restrictions and migration to a ‘map-based’ schedule format
The council has consolidated the provisions of all existing moving traffic Orders in the London Borough of Lambeth into a new ‘parent Order’ with new Articles and ‘map-based’ schedule. There is no change to the existing layout, or extent of existing restrictions which will remain unchanged. See the Press Notice for further details.

Proposal to provide and remove disabled persons’ parking places in various roads
The council is proposing removal of certain disabled persons’ parking places where they are no longer required and the introduction of new disabled persons’ parking places where they are needed. In controlled parking zones, this would involve (a) the introduction of new parking space where the disabled persons’ parking places are removed; and (b) the removal of existing parking space to accommodate the new disabled persons’ parking places. The council is amending the current experimental order banning motor vehicles from using various roads in the Streatham Wells Area to introduce an additional exemption for buses and taxis. These measures will all be introduced as an experiment in the first instance. Proposed changes to an on street parking place and waiting and loading restrictions in Railton Road as part of the Railton Road South Low Traffic Neighbourhood
The council will be removing a length of on-street permit holder parking place in Railton Road and banning waiting at any time in that length of road instead. This scheme also includes other public realm improvements and the introduction of give-way priority pinch points in Railton Road between a point 10 metres south-east of Herne Place and No. 245 Railton Road for buses and other vehicles that are permitted to enter the existing no motor vehicles section of Railton Road. The council will be introducing two sets of no motor vehicles restrictions on Belvedere Road / Upper Ground around Waterloo Bridge, converting the coach drop-off bays to double yellow lines on Waterloo Bridge Up-Ramp and a one-way working on Upper Ground with a contra-flow cycling provision. These Orders consolidate the provisions of all existing Orders (designating on-street charged-for parking places, free parking places, loading places and waiting, loading and stopping restrictions on streets in the London Borough of Lambeth, including the terms and conditions for the use of on-street charged-for parking places, free parking places, loading places and waiting, loading and stopping restrictions, updated where necessary so as to reflect the council’s current parking policy in terms of eligibility for permits and applicable fees and charges and any applicable exemptions), and provide for the use of a ‘map-based’ schedule, forming part of and to be read in conjunction with the Orders, describing the location, type of the restriction, class of vehicle, the hours of operation and where applicable, the Controlled Parking Zone in which the parking places are located and any permit types to be displayed on or indicated in relation to vehicles left therein.
