West Norwood and Tulse Hill town centres

West Norwood and Tulse Hill are undergoing a programme of change ranging from street and park improvements to research and development around key business and industrial areas. Over recent years and across the next few years, the area will have benefitted from a total of around 30 million pounds worth of capital investment. It is an exciting period for the communities in this area, who have a real opportunity to get involved and support positive change.

We have committed to a cooperative approach to project planning and project delivery within neighbourhoods undergoing regeneration, therefore, consultation is key to their success. Within the locality, a number of communities and forums are building neighbourhoods plans. We will be working closely alongside identified groups to support the development of any emerging plans throughout, providing any primary data or research commissioned.

We have invested heavily in new facilities and improvement projects within the community in recent years. Projects such as the Norwood Health and Leisure CentreStreetworks and West Norwood Feast Market have all been delivered within the last few years. We are also working closely with local businesses, supporting the recently established Station to Station Business Improvement District (BID).

Visioning West Norwood and Tulse Hill

The Visioning West Norwood and Tulse Hill programme has seen a process of information-gathering and masterplanning being developed for the local area over the last year. This programme has outlined the vision for the area, identified local community priorities and highlighted opportunities for development and investment in the area. It has a particular focus on the West Norwood Commercial Area and Site 18 (282-362 Norwood Road), which remain the most significant opportunities for investment and environmental improvement in the area.

The Visioning West Norwood and Tulse Hill programme consists of four strands:

  1. An Economic Vision for the area.
  2. A Refresh of the 2009 Masterplan.
  3. A health check for the Key Industrial Business Area (KIBA).
  4. The production of a Co-operative Local Investment Plan (CLIP).

The work was undertaken by Lambeth Council together with Regeneris Consulting Ltd, alongside a suite of specialist consultants, all offering technical knowledge and skills to guide the various project strands. Local engagement was at the centre of this programme and local people’s responses provided valuable information for us to use in the evidence base, final report and to inform the council’s future work programmes.

Responses were gathered both online through the Commonplace map and in person, through:

  • bespoke masterplan events
  • stands at community events (for example, Feast market and the Lambeth Country Show)
  • pop-ups held at local community venues, such as West Norwood Food Bank 
  • two unattended exhibitions of the visual plans at West Norwood Health and Leisure Centre and St Luke's Church.

The final report includes the Economic Vision, Masterplan Refresh and KIBA Health Check which will form an important part of the evidence base for the emerging Local Plan Review, and will provide further planning guidance for the area.

The Norwood CLIP is being developed as a separate document, in line with the borough-wide process approved by the cabinet (see below).

Norwood Co-operative Investment Plan (CLIP)

When Lambeth Council gives planning permission for new developments, developers provide the council with payments to fund local improvements.

A consultation ran between Monday 7 November and Wednesday 4 January 2017, to understand local people's priorities for spending these funds. We also conducted targeted face-to-face interviews in the area.

The consultation has now closed and we are currently analysing the consultation findings, which will be published in the final CLIP report in late Spring.

Station to Station Business Improvement District (BID)

Businesses within West Norwood and Tulse Hill have come together to form the Station to Station BID Steering Group and are developing plans for a BID within the area.

The proposed BID will incorporate both West Norwood and Tulse Hill high streets, the Parkhall Business Centre and the industrial business area in West Norwood.
