With reference to Lambeth Council's contract with Capita to provide Revenues, Benefits and Customer Service:

Please can you confirm:

  • the data that the contract was awarded
  • the commencement date of the contract
  • the review date of the contract
  •  the expiry date of the contract

Please can you also confirm:

  • how was the opportunity was advertised and applied for by Capita (tender/framework)
  • for Revenues, the name of the enforcement agencies used and dates that the contracts were awarded, the review and end dates. 

Our Response

  • Capita awarded ‘preferred bidder’ status 27th June 2011
  • 1 December 2011 (10 year contract with provision to extend for a period of up to 5 years)
  • Contract reviewed and Extension/Variation agreed in September 2017.
  • 30 November 2026 (council agreed 5 year extension from 1 December 2021)
  • Lambeth Council procurement process (Revenue, Benefits and Customer Services ('RBCS') commissioning programme). The Authority posted the OJEU (Official Journal of the European Union) notice on 10 June 2010. Bidders who submitted Expressions of Interest to the OJEU notice were required to complete a Pre-Qualifying Questionnaire (PQQ) in order to ascertain their suitability to participate in the next stages of the programme. The decision to appoint Capita was independently reviewed by PriceWaterhouseCoopers which validated the robustness of the procurement process.
  • Equita and Newlyn Plc are used, however there are no contracts in place with these enforcement agencies.
