Litter bins, costs and tenders

  1. What has the council spent in each of the last 4 years to March 2021 on external street and park litter bins?
  2. Going forward how is the budget expected to change and by how much?
  3. Who have been the top 5 suppliers of litter bins in each of these years?
  4.  What model of litter bin was purchased from each company?
  5.  How much did the council spend with each?
  6. Has the council followed a tender process? If so, can you provide details including when any existing contracts come to an end.
  7. If the council does not follow a tender process, how does the council select its supplier?
  8. Does the council have a policy for renewals of litter bins? If so, please can I have a description.

Our response

  1. We are unable to provide the information for street litter bins. Street litter bins are purchased by the Council’s waste management contractor as part of the contract and are not directly ordered or paid for by the Council. Parks have spent £40,731.80 for the last four financial years (this does not include any bins purchased as part of capital works).
  2. The Authority will be exploring options of solar powered compacting litter bins with a capital budget set aside for this of approximately £400K.

    Parks- service does not have a dedicated budget for bins alone.

  3. Bins have only been provided by Glasdon and Wybone depending on the type of bin.  The top 3 suppliers for parks are Wyebone, Earth Anchor and Egbert Taylor.

  4. We use 1 model of standard litter bin from each supplier and dual recycling bins from Glasdon.

    Wybone – 112ltr galvanised steel litter bin; Earth Anchor – Bensham litter bin (145 ltr or 82 ltr); Egbert Taylor – Continental 1100L.

  5. We are unable to provide the information for street litter bins. Street litter bins are purchased by the council’s waste management contractor as part of the contract and are not directly ordered or paid for by the council.  PARKS: Wybone - £17,531.98; Earth Anchor - £13,457; Egbert Taylor - £9,742.82.
  6. Purchasing waste receptacles currently falls within the remit of the Authority’s waste contractor. The Authority does not currently have a contract in place specifically for litter bins but does have access to the ESPO Framework which includes street furniture such as litter bins.

    PARKS – bins were not tendered but purchased in line with the council’s procurement regulations on obtaining quotations.

  7. The Authority will always undertake a competitive process unless a framework is used, in which case a direct award may be possible. This has not occurred over the past four years for litter bins.

    PARKS: On value for money and relevant number of quotations.

  8. Bins are replaced when they are lost/stolen or damaged.

    PARKS: Bins are replaced on an ad-hoc basis when necessary, where budgets allow.
