Please provide the number of Fixed Penalty Notices issued between September 2020 and December 2022 on The Cut, SE1 under section 47ZA Environmental Protection Act 1990.

Of the total FPNs issued (response to question 1), please provide the number of those FPNs that relate to ‘commercial or industrial waste’ (section 47 EPA 1990).

Please confirm when the ‘Waterloo timed waste collection area’ was implemented by Lambeth council.

When the ‘Waterloo timed waste collection area’ was implemented by Lambeth council, what consideration was given to the practicality of operating a one hour collection slot between 5:30pm and 6:30pm when London traffic is at its peak, meaning that collections may be delayed?

We understand that Lambeth’s own commercial waste service is operated by Veolia and that the ‘Waterloo timed waste collection area’ requires Veolia to collect commercial rubbish from The Cut between 5:30pm and 6:30pm Monday to Saturday.  

In the last twelve months, please confirm the total number of collections attempted by Veolia on The Cut on Monday to Saturday evenings.

The ‘Waterloo timed waste collection area’ allows for collection of rubbish in the morning and evening, but only allows for the collection of recycling in the evening.

Why was it decided that recycling should only be collected in the morning?

Was consideration given to the fact that restricting collection times for recycling may result in people putting recyclable materials into rubbish bags, resulting in an overall detrimental impact to the environment?

It is Lambeth’s position that commercial waste must be stored within the boundary of a business’ property outside of the allocated times for waste collection. Please confirm whether the Planning Department of Lambeth council considers the requirement to store commercial waste within a property when reviewing planning applications for commercial premises within timed collection zones.

Yes, some lorries are tracked by GPS

Originally there was no resource available to collect recycling in the morning. However, recycling is now collected twice daily from Monday – Saturday - 7am – 8am, and again from 5.30pm – 6.30pm. We are in the process of updating the signage.

Businesses have a duty of care to manage their waste collection frequencies and presented as per their contractual agreement depending as to whether they have twice a day collection or not. To be mindful of the presentation times applicable in the area

All producers of waste must store their waste within the boundary of their property and present it on the highway for collection as per the timed band. This applies to business/residential waste. Only new built are subject to such planning requirements.
