The below data is from 1 January 2021 - 7 February 2022 and reflects Contravention Section 87 of the Environment Protection Act 1990 which states that anyone who is seen to litter, will be issued an FPN. This includes spitting, urinating, dropping or otherwise deposing of any litter in any place to which this section applies and leaves it. 

1. What number of fixed penalty notices were given for littering offences related to cigarette litter in public from 1st January 2021 up to the most recent data. 

17,216 littering offences were committed. Cigarette’ litter cannot be specified as it falls in line with section 87 mentioned above. 

2. What was the average cost of each penalty notice for littering offences related to cigarette litter in public from January 2021 up to the most recent data.

£119 was the average cost. Cigarette’ litter cannot be specified as it fall in line with section 87 mentioned above. 

3. Please also provide the above data points for each calendar year back to 2011. (i.e 1st January 2011>31st December 2011, 1st January 2012>1st December 2012 etc.) 

The below chart shows the FPNs section 87 which includes cigarette littering, spitting, urinating, dropping or otherwise deposing of any litter. Please note that due to an older fixed data set for FPN from the previous system Uniform, we are unable to use that data set relating to the above question before 2019. As the FOI specifically requesting information around cigarettes, the older data held before 2019 does not have the required information to narrow this down the search.
