Your question

  • please provide evidence that the Council's ANPR cameras (used for issuing LTN PCN fines since 2020), systems, data collection and retention methods complied with and continue to comply with the relevant Home Office/Govt Standards.

Our response

The enforcement of Low Traffic Neighbourhood Zones is conducted under the London Authorities and Transport Act 2003 (LLA 2003). The Council utilises the YUNEX Traffic Solutions which incorporates Lanewatch cameras and enforcement system for enforcement of these locations. Whilst the LLA 2003 itself does not require any form of approval for this, the YUNEX Traffic Lanewatch solution is approved under the Traffic and Management Act for the enforcement of the same Traffic Orders outside of London.

All data collected by the enforcement cameras are processed within a secured CCTV control room, certified and approved by the Vehicle Certification Agency (VCA). Access to the control room is only provided to fully trained and qualified officers to ensure strict adherence to relevant data protection regulations.

All data captured are securely stored in a dedicated server. All data related to any Penalty Charge Notices (PCNs) that have been paid are deleted within 28 days.
