Accessibility statement for Idox forms on the Lambeth Council website

This accessibility statement applies to Lambeth Council’s Idox reporting forms. These forms are provided by Idox on behalf of Lambeth Council.

We've made every effort to make the webforms accessible and easy to use for everyone by supporting the latest versions of browsers and operating systems.

You should be able to:

  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the webforms using just a keyboard
  • listen to most of the webforms using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
  • use the site in plain text format (without styling)

We’ve also written the text in plain English, to make the forms as simple as possible to understand. AbilityNet has advice on making your device easier to use if you have a disability.

How accessible the forms are

We know some parts of the forms are not fully accessible. For example:

  • some content is not useable with only a keyboard (for example, calendars)
  • there may be some content with a low contrast ratio that affects readability
  • the forms have not been optimised for screen readers – they still work, but some content may not be identified and announced in the correct order

Navigate the forms without using a mouse

  • you can move between links, buttons and input fields using the ‘Tab’ key on the keyboard
  • to tab through the items in the opposite direction, key ‘Shift+Tab’.
  • once a link or a button is highlighted, key ‘Enter’ to follow the link or activate the button
  • once a text field is selected you can enter your data using the keyboard
  • for a dropdown you can change the selected option using the ‘Up’ and ‘Down’ arrow keys, and key ‘Enter’ to make your selection
  • for a button or checkbox that lets you select different options, you can key ‘Enter’ to toggle the selection on or off

Resizable text

We have not fixed the size of the text on the webforms so you can alter the font size on the screen to make it easier to read. There are a number of ways to change the text size in your browser, the easiest way is to follow these steps:

Chrome

Hold down the ctrl key and press the + / – key

Safari

Press Apple and the + / – key. To return the text to its original size, press Apple + 0

Firefox

  • select the ‘View’ menu
  • select Zoom
  • click on Zoom text only and then hold down the ctrl key and press the + key

It is also possible to increase or decrease the size of the text by holding down the ctrl key whilst using the scroll wheel on the mouse.

Internet Explorer

  • select the ‘View’ menu
  • select the ‘Text Size’ option from the menu
  • click on the text size you want to view

Microsoft Edge

  • select ‘settings’ from the menu
  • under ‘reading view font size’ select the font size you want

Colour scheme

You can set your web browser to ignore the colours that we have used on this website. You can ask your browser to use your own preferred colour scheme when viewing this site.

The webforms are partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

WCAG2.1 (AA level) errors – these must be fixed to pass at this level

Some input fields have invalid autocomplete attribute values:

  • this may interfere with how screen readers identify and announce these fields
  • this fails WCAG2.1 Success Criterion 1.3.5 Identify Input Purpose
  • we will ensure this is fixed for any newly created forms, however there may be some historic forms where this bug is still present

Some input fields (in particular, Address lines 2 and 3) do not have a label:

Some ARIA labels may be used incorrectly (for example, aria-describedBy references dynamic content which isn’t always on the page):

Some content may not meet the minimum colour contrast ratio:

  • this fails WCAG2.1 Success Criterion 1.4.3 Contrast (Minimum)
  • this can impact the readability of text, where there is not enough contrast between it and the background
  • we have corrected this where possible but there may be a few instances where this has been missed; we will fix these in future releases of the webforms

The PDF previews presented at the end of forms are not accessible, because they are automatically generated:

Some pages may not have the correct heading hierarchy structure:

  • this can affect how screen readers announce content on the page

  • we have addressed this in most cases but there may still be instances in some historic forms
  • we will look to fix this in a future release of the webforms

How we tested the webforms

The webforms were last tested on 28 August 2020. The Idox web team carried out the testing, with the help of accessibility testing software WAVE and AXE. As there are a large number of webforms, we manually tested a representative selection of forms and select pages within the Digital Platform system. We tested 4 different Lambeth Council Service Request forms.

What we’re doing to improve accessibility

We're using reports from accessibility software WAVE and AXE, and following WCAG guidelines to work towards being fully compliant with WCAG 2.1 AA success criteria. We will work to address any issues which are brought up by users, as well as reviewing the compliance as part of any future updates to the Digital Platform.
